2026-27 Fees and Commitments

The Fee Agreement Consent says that by registering with Portland Aquatic Club, participants agree to pay the following fees and meet the following commitments:


USA Swimming Registration Fees


PAC requires each new (not returning) athlete to register separately with USA Swimming before attending practice. This involves an additional fee, payable directly to USA Swimming. New swimmers must create a USA Swimming membership account and pay USA Swimming membership fees directly through the USA Swimming Hub. Returning swimmers will participate in club bulk renewal. Accounts will be charged the appropriate renewal fee during the first billing cycle and PAC administrators will take care of renewing the USA Swimming memberships.


Dues and Commitment Schedule


Annual membership dues and registration fees are spread evenly over a 12-month billing cycle (September through August). Monthly dues are billed on the first day of each month, beginning September 1, and vary by training group as shown below. Athletes who register after the first day of the month will have their first month's dues prorated based on their registration date.


PAC provides an Annual Dues Discount for families with two or more swimmers on the same account. The highest level swimmer pays full dues, the second swimmer receives a 10% dues discount, the third swimmer receives a 20% dues discount, and the fourth and subsequent swimmers receive a 50% dues discount.

Fundraising Commitment


Families are required to raise funds in support of our team. Fundraising commitments vary by training group as shown below. The commitment does not exceed $600/family. PAC prorates fundraising requirements for members who register after October 31st, according to a proration schedule.


  • $300 Bronze, Silver, Senior
  • $350 Gold
  • $400 Pre-Performance
  • $500 Performance 


Members are welcome to raise funds through PAC's organized fundraising activities or by direct donation. Members are responsible for ensuring that funds raised are correctly reflected in their accounts. Unfulfilled fundraising commitments are billed the following August 1st or upon departure from the team, whichever comes first.


Service Hour Commitment


Families are required to volunteer in service of our team. Service hour commitment varies by training group as shown below. The commitment does not exceed 30 hours per family. PAC prorates service hour requirements for members who register after October 31st, according to a proration schedule.


  • 20 Service Hours - Bronze, Silver, Gold
  • 30 Service Hours - Senior, Performance


Members have many options for completing hours. PAC asks that all families make an effort to commit to at least 10 hours of timing/officiating at swim meets throughout the year if possible. Members are responsible for ensuring all service hours are correctly reflected in their accounts. 


Any unfulfilled service hours will be billed at a rate of $35 per hour following the conclusion of the annual season on August 1.


Excess service hours (greater than the requirement) will be credited towards fundraising requirements at an hourly rate of $17.50/hr. Scholarship families are eligible for a higher hourly rate of $35/hr.


Meet Fees


Families are responsible for covering all fees for meets entered, including events and facility surcharge. These fees are added to the monthly invoice, so the total amount due may vary from month to month depending on meet attendance. Once a meet entry deadline has passed and entries are submitted to the host team, the fees cannot be refunded.


Invoices


  • PAC generates invoices on the first day of the month, with payment due by the 5th of the month.
  • Automated credit card charges post on the first of the month. 
  • Automated ACH withdrawals post on the first business day of the month. 
  • Monthly invoices include the following charges:
  • Dues paid in advance for the current month
  • Fees for any swim meets in the prior month as described in the relevant Meet Information document
  • Charges for any merchandise purchases
  • Fees for any extra training, events etc.


Payments


  • PAC accepts payment for monthly invoices via credit card or ACH
  • After registration, members may set up automatic payment using a credit card or ACH authorization.
  • Credit card payments incur a processing fee of 3.7% plus $0.20 per transaction, which is added to the total payment. 
  • ACH payment incurs a processing fee of 1.7% per transaction, which is added to the total payment.


Late Payments 


  • Late payments and delinquent accounts are reviewed on a monthly basis.
  • Accounts over 30 days past due are restricted from meet sign up. Accounts over 60 days past due may be restricted from practice unless an acceptable payment plan can be defined.


Closures and Cancellations


PAC does not waive dues for unforeseen circumstances, including facility closure or unexpected practice cancellation. Instead, PAC will make every effort to work with Portland Parks and Recreation and the community to find alternative options when necessary.  


Leaves of Absence


Leaves of absence can be granted for medical reasons or disruptive life events. Families facing hardship may apply for financial assistance from the PAC Scholarship Program.


Midseason Withdrawal Policy


Portland Aquatic Club (PAC) recognizes that circumstances may arise that require a swimmer to discontinue participation midseason. To ensure fairness and maintain the integrity of our team operations, the following policy applies to all midseason withdrawal requests:


Notice Requirement: Families must provide a written notice at least 30 days in advance of their intended withdrawal date. This notice must be submitted directly to the Head Coach of Portland Aquatic Club and the swimmer’s assigned coach. The withdrawal will not be considered official until written notice is received and acknowledged. In the event a swimmer leaves the club without giving notice, the account holder will be responsible for dues, fundraising and service hour commitments for the subsequent 30 days.


Fundraising and Service Hour Commitments: PAC relies on team-wide participation in fundraising and volunteer efforts. As such, families who leave midseason are still responsible for a prorated portion of these annual commitments, calculated based on a proration schedule.


Outstanding Balances: All outstanding dues, prorated service hours, and fundraising commitments must be fulfilled before a swimmer will be considered in good standing. Families with unresolved balances may be restricted from rejoining PAC in the future and may not be eligible for reference or transfer documentation until accounts are settled.


Returning after Withdrawal


PAC will not hold space for swimmers who withdraw from the team. If the athlete chooses to rejoin at a future date, even within the same season, all other applicable charges will apply.


PAC Team Uniform


Swimmers are required to wear a standard uniform when representing the team at meets, to create a team identity and sense of belonging. Learn about our team uniform and equipment requirements here.
